Jill Oettinger serves as Chief Executive Officer of the Good Samaritan Center, a social service agency established in 1951 by the Episcopal Diocese of West Texas. Under Jill’s direction, the Good Samaritan Center’s annual budget has grown from $700,000 in 1996 to over $8 million in 2007. The center has undergone capital improvements of over $5 million for new construction and building renovations; the most recent being a new Senior Center which opened March 2005.
Ms. Oettinger earned a Bachelor of Science degree in Nursing from Azusa Pacific University in California and worked as a registered emergency room nurse in various hospital settings and in the community conducting outreach to at-risk populations. Ms. Oettinger’s interest in working at the community level brought her to Good Samaritan Center as a Board member in 1986. In 1996, she assumed the leadership of the agency and has continued to provide quality direction to the center.

Tammy Morales is the Director of the Child Development Program (CDP) at Good Samaritan Community Services, a community center serving the West Side inner city neighborhoods of San Antonio, Texas. The CDP, accredited by the National Association for the Education of Young Children, serves 75 children from the ages 6 weeks to 6 years old. The CDP also serves as a training site for local colleges and universities.
A graduate of The University of Texas at Austin, Ms. Morales earned her Bachelor of Science degree in Applied Learning and Development (Education) in 1992. She has additional college hours in education from Our Lady of the Lake University, San Antonio, Texas. Ms. Morales participates in ongoing training opportunities in the areas of early childhood education, social work, and leadership.

Antonio E. Cerna Jr. (Tony) all financial processes and is responsible for Facility Operations. Prior to joining the Good Samaritan Community Services in 1998, Mr. Cerna held progressively responsible positions at Goodwill Industries of San Antonio and rose to the position of Financial Director, where he managed the agency budget of $20 million and supervised a department of 9 employees. Mr. Cerna’s experience includes 34 years of working with non-profit organizations, Federal, State, and City grants.
Mr. Cerna’s educational background includes a Bachelor’s Degree in Business Administration with a concentration in Accounting from the University of Texas at San Antonio. In addition, he has completed various training courses given by City of San Antonio and State of Texas for Financial Management on government grants, International Trainers, Educators & Consultants on Strategic Planning, as well as classes on Advanced Microsoft Excel from Texas A & M University.

Theresa Addington is the Director of Development at Good Samaritan Community Services. As a member of the management team, she is responsible for agency fundraising and development including the annual fund participation, foundation, corporation and government relations. Ms. Addington has a strong history of working in the non-profit sector in Southern California, before moving to Texas. She served as a contract monitor for a managed care system, a drug prevention specialist for a county run healthcare agency and as outreach coordinator for a genetic disease prevention program. Theresa grew up in Long Beach, California and received her bachelor in Community Health Education and Masters Degree in Public Health from the California State University at Long Beach.

Bette Boyd is the Executive Assistant and Director of Board Affairs. She works closely with the Chief Executive Officer and provides staff support to the Board of Directors of GSCS. As a member of the management team she promotes the mission and programs of the Good Samaritan Community Services to the Diocese of West Texas and to the community.
Ms. Boyd has been a resident of San Antonio since 1960, the year that she first came to the organization as a youth volunteer. She currently serves on the Christian Faith in Action Department of the Episcopal Diocese of West Texas and has been active in the education, outreach and youth ministries of the Diocese of West Texas for 25 years. Ms. Boyd received her Bachelor of Arts Degree in Sociology from Texas Tech University.

Linda R. Torres is the Human Resources Coordinator at the Good Samaritan Community Services. As a member of the management team, she provides Human Resources expertise and planning support to the Chief Executive Officer and for the departments as a whole and is responsible for staffing, training and development, compensation and benefits, employment relations and communications.
Linda received an associate degree in 1977 and also holds a Human Resources Generalist certificate which she earned in 2003 enabling her to practice the full complements of generalist functions. She also has 36 credit hours toward a degree in business management.
